WASHINGTON, D.C. - Congressman Brett Guthrie's bill, the Nuclear for Brownfields Site Preparation Act, has successfully passed through the House Energy and Commerce Committee. The bill is part of the larger Atomic Energy Advancement Act, which aims to promote the advancement of nuclear energy in the United States.
In a statement, Congressman Guthrie expressed his satisfaction with the bill's progress, saying, "I am pleased that my bill, the Nuclear for Brownfields Site Preparation Act, passed the Energy and Commerce Committee's markup process today and will advance to the House floor."
Guthrie highlighted the importance of American energy workers and their role in unleashing American-made energy. He emphasized that Kentucky's energy workers possess the necessary experience to keep the state at the forefront of American energy production. By streamlining licensing and permitting processes for brownfield sites and retired coal facilities, the bill aims to facilitate future nuclear power expansion and diversify the nation's energy portfolio.
The Nuclear for Brownfields Site Preparation Act specifically directs the Nuclear Regulatory Commission (NRC) to identify and report on the regulations, guidance, or policies needed to license and oversee nuclear facilities at brownfield sites and other sites with retiring coal facilities. The NRC will consider how existing site infrastructure can be repurposed and explore the use of early site permits, standardized applications, and plant parameter envelopes for similar sites.
Additionally, the NRC will be required to develop strategies, including through rulemaking, to facilitate the licensing of nuclear facilities. This will involve considerations such as existing emergency planning, environmental data and reviews, decontamination and remediation, community engagement, and historical experience with energy use at the sites.
The passage of the Nuclear for Brownfields Site Preparation Act in the Energy and Commerce Committee is a significant step towards achieving sustainable energy independence. Congressman Guthrie looks forward to the bill's passage in the House, which will pave the way for the exploration of nuclear power in Kentucky and the nation as a whole.
