Guthrie Introduces Bill to Use Existing Power Infrastructure for Future Nuclear Power Projects

Congressman Brett Guthrie (KY-02) and Congressman Paul Tonko (NY-20) have introduced the Nuclear for Brownfields Site Preparation Act, a bill aimed at reducing burdensome federal regulations for brownfield sites transitioning to nuclear power. The act would require the Nuclear Regulatory Commission (NRC) to consider the reuse of existing energy infrastructure and standardize the permitting and licensing process for future nuclear power projects.

In a statement, Congressman Guthrie emphasized the importance of utilizing Kentucky's energy workforce and addressing the decline in coal production due to the "War on Coal." He said, "It is crucial we make use of our dedicated Kentucky energy workers, to put our nation back on the path to energy independence and lower energy costs."

The Nuclear for Brownfields Site Preparation Act directs the NRC to identify and report on the necessary regulations, guidance, or policy to license and allow nuclear facilities at brownfield sites and retired fossil fuel facilities. The NRC would consider how existing site infrastructure can be reused and how standardized applications can streamline the licensing and permitting process for new nuclear power generation.

Additionally, the NRC would develop strategies, including through rulemaking, to enable and support the licensing of nuclear facilities. This would take into consideration matters such as emergency planning, environmental data and reviews, decontamination and remediation, community engagement, and historical experience with energy use at the sites.

The bill aims to facilitate the transition to nuclear power by leveraging existing infrastructure and streamlining the regulatory process. By doing so, it seeks to promote energy independence and lower energy costs for the nation.
