Senators urge Biden to reject WHO agreements over sovereignty concerns

U.S. Senator Rand Paul (R-KY) recently joined forces with U.S. Senator Ron Johnson (R-WI) and the entire Senate Republican conference to send a letter to President Biden. The senators are urging the administration to withdraw its support for two international agreements being considered at this month's World Health Assembly (WHA). They argue that these agreements would grant more authority to the World Health Organization (WHO), which they deem dysfunctional, and could potentially weaken United States sovereignty.

The letter criticizes the WHO’s handling of the COVID-19 pandemic and argues that President Biden should focus on necessary reforms rather than supporting international treaties and regulations that would substantially increase WHO authority, undermine intellectual property rights, and infringe upon freedom of speech.

In their letter, the senators wrote: “Some of the over 300 proposals for amendments made by member states would substantially increase the WHO’s health emergency powers and constitute intolerable infringements upon U.S. sovereignty.”

They pointed out that the failure of the WHO’s pandemic response was “as total as it was predictable and did lasting harm to our country,” adding their deep concern that Biden's administration continues to support these initiatives. They strongly urged President Biden to change course.

The senators concluded their letter by stating, “Should you ignore this advice, we state in the strongest possible terms that we consider any such agreement to be a treaty requiring the concurrence of two-thirds of the Senate under Article II Section 2 of the Constitution.”

Senators John Barrasso, Marsha Blackburn, John Boozman, Mike Braun, Katie Boyd Britt, Ted Budd, Shelley Moore Capito, Bill Cassidy, John Cornyn, Tom Cotton, Kevin Cramer, Mike Crapo, Ted Cruz, Steve Daines, Joni Ernst among others joined Dr. Paul and Sen. Johnson in signing this letter.
